[fdo-users] transaction using fdo-postgis provider

SupportsTransactions() means this is allowed:

FdoPtr<FdoITransaction> transaction =
m_objFDOConnection->BeginTransaction();

Long Transactions are a completely different thing from regular transactions
with a different capability to check for
