Defect description: SHP: Ceil and Floor functions causes crash 

In addition to previous R060-DS1 submission which dealt with a valid use case:

- fixed a wrongly formatted NLS exception message which affected also Upper/Lower functions.
- factored out Ceil/Floor processing.
- allow Ceil/Floor to take Int32 and Int16 arguments, in order to be consistent with native RDBMS functions.
