  This fixes a problem with ODBC's reading of tables from an Oracle database.  The root cause is a defect in ODBC itself with re-executed queries that have bond variables.  The workaround is to suppress the use of static cursors in this query.  This will slightly degrade performance of schema loading when a configuration is set on the FDO connection -- though the main improvements from FDO217 remain.

A missing check for FDO metaschema was also added to the Schema Manager.
