2) Create an isnert command, point it to the above FdoClass, do not populate its FdoPropertyValueCollection, and Execute it

ACTUAL RESULT: a row is not inserted in the datastore, and a NULL identiy FdoFeatureReader is returned by the FdoISelect::Execute() method.
