  Currently, the SDF Provider does not allow existing property constraints to be modified or constraints to be added or removed to or from existing properties.

This change lifts this restriction for the following cases:
    - the property's class has no objects.
    - a constraint is being add or an existing
      constraint is being made less restrictive.

Consequently, the following will still be disallowed when the property's class has objects:
    - add a constraint to a property that has no
      constraint
    - make the constraint more restrictive.
