  Currently a DBF file needs a .CPG file containing a valid code page in order for strings to display correctly in different locales. This is not always necessay since the DBF header may store the LDID which can be mapped to a code page. 

An approach consistent with ArcPad 9 would be:
- read the DBF header. in case the LDID is valid then map to a documented code page
- in case the LDID is not valid, read the code page from the .CPG if any.
- Summary set to new value
