  This submission assists in fixing Autodesk defect 819059.02 -- When DEM assigned a coordinate system it does not load.

This change places a workaround in the FDO API to compensate for the ATIL API change that resulted in DEM images being returned with a resolution and insertion point in ArcSeconds rather than degrees. In this submission, The Raster provider will evaluate the raster image loaded from ATIL to determine if the resolution units are in ArcSeconds or Radians. If so, appropriate conversions will be made to ensure that the user is returned a raster image in degrees.
