[fdo-psc] Bootstrapping the FDO PSC

Our intention with this system for the MapGuide PSC was to use the list as the primary decision making tool, with IRC being an opportunistic tool. There's no need to meet quorum via email to make changes, but if there's quorum on IRC then ad-hoc decisions could be made.

11:00am (eastern time) conflicts with with my OSGeo board meeting, but other
than that I'm pretty flexible.
The PSC rules seem fine to me with the exception of the 2/3 quorum for
IRC meetings to be able to make decisions. I think this will make it hard
to achieve quorum. I'd rather see a requirement for RFCs to be voted on
the list, and other decision can be made in a meeting as long as the chair
feels the meeting has reasonable representation for the questions at hand.
The GeoTools group got themselves into a situation where they were unable
to achieve quorum in their PSC meetings because too many people had wandered
away, so they weren't able to adjust their rules. In the end they just
declared by fiat that the rules were changed but that is a bit unfortunate
in my mind.
I think Haris Kurtagic might be a good candidate for another PSC member,
though I don't know him beyond seeing his email on the fdo mailing list.
