[Featureserver] Fastest implementation of FS

What is the fastest implementation method of FeatureServer on a Windows machine (Win Server 2003) ?
Not the fastest or easiest to get running.
But rather, the fastest performing implementation?
Does the performance change significantly depending on the implementation method chosen?
Does the performance change significantly depending on the data storage / implementation method combination?
In other words, is one implementation methods better for OGR data sources versus PostGIS, etc.. ?

Any help would be greatly appreciated,
