[Featureserver] OSM-export, error when NULL in column

Hello featureserver-devs,

I have added some enhencement for the OSM-Service of FeatureServer,
which now only exports those properties which are not NULL inside the
DB-backend (tested against postGIS). If you are interested I have
attached a diff SVN head.

@Chris: can you check if the ICLA or CCLA was already given by
Intevation without hassle? All of the relevant people here are
out-of-office...
