[Featureserver] OGR layers

this seems unlikely, but if you used easy_install to install the
python bindings, it will install as a .egg, which must be unzipped to
PYTHON_EGG_CACHE to run from apache. so it's not installing just
unzipping.

if you use setup.py install or easy_install -UZ , that shouldnt be a problem.
