[OSGeo Finance] Q1 and Q2 Quarterly Reports

Guys,

I have very belatedly prepared preliminary reports for Q1 and Q2, attached.
Please review and comment.  I'll try and raise a motion to forward them
to the board next week if there are no substantial changes.

Once this formality is complete, I'd like to try and capture a reasonable
current picture of the state of our finances as a belated mid-year financial
review.

We need to provide input to the board for 2010 budget planning.
