[OSGeo Finance] Reviving the Finance Committee

Hi guys,
I'm happy to work with the committee during transition out of my
position, but I can't commit beyond that due to not having any
idea what I'll be doing with my time and trying to get my income
restarted will be a huge time challenge I'm sure.
Glad you're getting the committee restarted.
