[OSGeo Finance] Reviving the Finance Committee

Thank you for your response Ken.

The only one we have not heard from yet is Jo, but someone told me 
off-list that she is no longer involved in OSGeo stuff so we should not 
expect her to stay.

This means that for now the new finance committee members will be:

  * Daniel Morissette (chair)
  * Frank Warmerdam
  * Dave McIlhagga
  * Tyler Mitchell
  * Lisa Sweeney

How should we go about making this official? Should I write a motion to 
this list to dissolve and recreate the committee with the new members, 
or individual motions to remove/add individual members? Or am I worrying 
too much about process here?
