[FOSS-GPS] EU opened Egnos to improve GPS accuracy

As I understand, the test phase of EGNOS and thus its signals have
been available for years already. They just moved into the operational
phase and guarantee the correctness of the signal now. EGNOS is
basically the same thing as its American counterpart WAAS.
