[FOSS-GPS] FoxtrotGPS bzr has moved to Launchpad

Since we first launched FoxtrotGPS, the main bzr repository has lived on
foxtrotgps.org. I think it's past time to change that: I've moved the
main branch to Launchpad and made it owned by the `FoxtrotGPS team'
group there (which currently includes myself, Timo Jyrinki, Timo Juhani
Lindfors, and Paul Wise-- but should include more people).

I think having the main repository live on foxtrotgps.org has basically
ended up making it harder to manage the project, and harder to contribute
to it; because just the idea of managing access-control on that server
turned out to be somewhat daunting, it's prevented me from granting
direct commit access to people who should have it, which I think has
hampered formation of a strong core team and kept an undue focus on me
as a single reviewer/approver for new work--which largely means that
the project has been more vulnerable to my individual failings.

Hopefully this will be a helpful change; and hopefully you can all
forgive me for being stupid and not doing it ages ago....
