[FOSS-GPS] Different Rover/Base Antenna Lengths

Does anyone know of a way to compensate for different antenna lengths
between rover and base station?  I get very poor fix rates if the antenna
lengths are too different.  I've tried specifying this as a phase offset in
the pcv file, but it doesn't seem to have any effect on the output.

I am running in moving-base mode with U-blox 7 receivers.  I have varied
antenna length from 230mm to 5m.
