But that is a rather vague answer.
When you say NTRIP TCP is that what you really mean?
(ie sending http://myServer:2101 myMountPt is all it take to start data 
flowing back to your as per stock NTRIP rev1?
Or does the phrase "TCP" here mean something else?
If the answer to the above is yes, RTKLIB, BNC, Lefebure, simpleNTRIP 
and many other tools can do this for free.
You can open whatever port you select but 2101 is typical for NTRIP

It probable that you biggest technical issue may be getting the IP of 
the place you use for your NTRIP caster (your server), so that your 
mobile sim card know where to connect to.  Drop outs will cause you 
problem on you radio link. if you can program there are many way to 
solve tjhat, but it may be the moving from TCP to UDP would work for 
your need.

I suggest you take your sim card and connect it to any existing NTRIP 
source anywhere in the world (it can help to use a terminal program to 
see the data come back) and you can use this setup to evaluable how much 
trouble radio drop out events will be in your own coverage area.
