[FOSS-GPS] RTKLIB/CONVBIN Issue

Does anybody know if DJI Phantom RTK4 is influenced with latest GNSS time
reset after 2047 week?

I am trying to set time of drone flight (last tuesday on april 9th, 2019)
for PPK processing, but CONVBIN always sets time on 2019/04/16 (as shown on
image above and as it is accidentally today). RTKCONV (modern GUI version
of same software) doesn't process any RINEX observation file at all, while
navigation files also look corrupted and seems too small in size...
Original binary data are attached...
Any regarding information would be precious...
