[FOSS-GPS] SSR based correction / Emphemeris data

Hi,
i am playing around with a government provided SSRZ Datastream via
DAB+ Digital Radio in Germany.
Not the binary blob provided to generate OBS data from the SSRZ data
needs e.g. emphemeris data and current data/time e.g. NMEA ZDA
telegrams.
How to people fetch their ephemeris data from GPS Chipsets?
Looking at ublox RTCM frames of 1019 and other for the other
GNSS solutions are basically blocked out for business reasons. Ublox
likes to sell their Assist Now and other services.
The Quectel LC29H seems to offer to send out Ephemeris Data, but
only in base station mode - so using the same LC29H as a Rover
while at the same time fetching ephemeris data is not possible.
I'd like to not depend on IP/Internet connectivity as thats the basic
feature of SSR based corrections. I currently see the only option
to have 2 GPS Receivers. One providing the PPP/RTK with corrections,
and the other to fetch time e.g. ZDA telegrams and Ephemeris Data.
How do other people solve this?
