[FOSS4G-Oceania] Women's breakfast funding proposal

Apologies for missing this at today's meeting.

Ultimately we need a better way to record decisions (even though they're
all captured in email), but I don't have time to implement anything.

OK if I add this item to the meeting notes retrospectively?
