[FOSS4G-Oceania] GeoRabble sponsorship

+1. Assuming we have the budget, I think we should sponsor GeoRabble. I 
expect the GeoRabble forum will attract most of the FOSS4G attendees, 
and as such the FOSS4G attendees will be benefiting in line with what 
they have signed up for. I also feel that a part aim of FOSS4G is to 
evangelise FOSS4 principles (including to those who are not passionate 
about FOSS).
