[FOSS4G-Oceania] MOTION: ratify governance doc as Terms of Reference for a new committee

I'm not on the committee so won't vote, but overall I think it's a good
step forward and the terms of reference looks great.
Given the intention to become an OSMF Local Chapter I've raised a thread
on the OSM talk-au and talk-nz lists at
https://lists.openstreetmap.org/pipermail/talk-au/2018-December/012227.html
to discuss this aspect, as well as chiming in my personal thoughts. I
don't want to crowd this thread so happy to discuss further on the OSM
mailing list.
