[FOSS4G-Oceania] appoint OSGeo Oceania board

So there's two options here:

   1. Nominate to go on the board, form a board, and then nominate for the
   positions of chair, vice-chair, secretary (not sure about that one) and
   treasurer.
   2. Nominate to go on the board and for a role at the same time.

To put my position out there, I'm pretty interested in taking on the role
of the treasurer. I worked as the chair of the Finance, Risk and Audit
committee for a year at SSSI, which was a part of my role as a SSSI Board
member, and as such, set up a number of policies amongst the group. I've
also got some views as to how to set and manage budgets strategically and
operationally... but this might be a little early to begin my campaign in
earnest! #voteforpedro
