I agree with John's latest proposal as below.
>From the volunteer spreadsheet, it looks like we will need about 5-6 or even 7 volunteers for some of the days. We will need to set our expectations early and on paper for the volunteers (not all of them may be students). I'll work on that while setting up the volunteer signup form and circulate that for comment.

Hi all, it would be good to close out this discussion and take action, but we need more support from the committee to pass this. Without committee participation in these discussions, we will to grind to a halt.
In previous discussion, the status quo has been called potentially unworkable ('students... will not consider this – too much money. They cannot afford to pay anything'); if this is the case, there is some urgency to passing an alternative.
Can I ask you to review the proposal on the table, and either make comments, or indicate your position on the proposal as it stands?
