[FOSS4G-Oceania] Motion: shift presentation deadline by 4 days

+1 to the deadline shift, no preference about how to announce it. And
again, well spotted!

I think we could still keep 14 days for review, we’re not pushing for early
bird deadlines anymore.

-0 for me the proposal to shorten community review.
