[FOSS4G-Oceania] invitation letter

Would they be speaking/presenting, or just participating? The letter should reflect that, and hence should be issued once we know what they will do, right?

I have two South Pacific colleagues that I can fund to attend the conference, but they need to be invited to satisfy the bureaucracy on their end.

They both work for The Pacific Community: http://www.spc.int/<http://www.spc.int/>

I'm not sure how to make an invitation from this committee look official, any ideas?
