[FOSS4G-Oceania] Motion: increase TGP contribution

+1 on this motion.

Cameron, I had a brief chat with Michael Terner and Steven Feldman in Dar
Es Salaam; after which we have had one e-mail so far. I’ll e-mail them
shortly and cc you in.

I suspect both are busy in the aftermath, but it’s worth to keep pushing.

For general awareness, Steven Feldman ran the TGP for FOSS4G 2018, which
had over 1000 applicants and gave out  ~130(?) grants of varying sizes. It
was huge! So there is some really valuable experience there, I’m working on
tapping into it (with a lot of help from John).
