[FOSS4G-Oceania] Motion: increase TGP contribution

Thanks everybody, I appreciate the support for this motion. Have added to
the next meeting agenda as a record of decision.

Fingers crossed on the OSGeo contribution, it looks promising. We're just
waiting on an OSGeo board motion & vote to approve the funding, hopefully
will come through very soon.
