[FOSS4G-Oceania] Draft request for TGP funding

Hi all,

The TGP working group has written a draft application to OSGeo for funding
assistance for our 2019 Travel Grant Program for FOSS4G SotM Oceania.

We're asking for a USD $2500 contribution, and we will be contributing our
own cash component and tickets, to provide approximately 10 travel grants.

We're starting much earlier this year, so we are in a better position to
expand the program with further funding and grants, should we be successful
with fundraising and generating a surplus.

So, 2 requests:
1) If you are so inclined, can you take a look at our funding application

and offer any comments you might have, by the end of the day?
2) If you know of potential sources of funding for such a program, or can
help spread the word to potential grantees, please let us know.
