[FOSS4G-Oceania] Motion: discounted tickets for committee members and workshop presenters

I fully support this. The actual impact should be lower, last year some
people who were otherwise entitled opted to pay full price, and many of the
workshop presenters would have already qualified as community contributors
or had sponsor tickets. Great to show appreciation for the work that all
these people do.
