[FOSS4G-Oceania] Cairns basic page is up

Hi,

We have secured the JCU Ideas Lab in sunny cairns for the FOSS4G event. We
are hoping to announce the speakers before and after the FOSS4G 2h live
stream soon and will end it with a Georabble event in the afternoon. As
people travel from large distances we felt it's necessary to have a full
day event to make it worth their while.
