[FOSS4G-UK] Venue pages need updating

Hi all venue leads,

because the venue pages started as a template, they all say "Call for talks
is now open"... eg:

https://uk.osgeo.org/foss4guklocal2023/keyworth.html

I can go through and edit each one to say the "Call for talks is now
closed"?

I've left a small window of opportunity for Lancaster:

"The call for talks is now closed, but if you are still interested in
presenting contact Barry and there may be space in the programme for
lightning talks or announcements."
