I did a bit more tweaking, so now hovering over the text or sites invokes
the spirit of 2013...

You should be able to drop an SVG into any web page where you'd have an
image and get the hover functionality, but its easy enough for me to
produce PNG files from the SVG at any resolution you might need for static
display.

Updated here: https://b-rowlingson.gitlab.io/foss4guk2023/ (but not updated
the GIF version yet).
