Gavin should be approving the expenses, as conference chair, and  
ensuring they match up to line items in the budget.

2007 used the conference organizing company as our contracting  
authority, so it was they who signed agreements with the suppliers on  
our behalf, when they were given approval, and they who paid the  
submitted invoices, when they were given approval.
