Simon,
I suggest contacting Gavin directly and offering to get involved.

I don't think we need to assign an official role of website owner. At
least not yet. Just get up to speed and when the time comes for us to
set up web sites, we will call upon your expertise.

content (which can be drawn from the proposal and anything else you
can find at: http://www.foss4g2007.org/
