[Foss4g2009] some wiki updates

I've just finished a bit of wiki updating
and cleanup. The wiki pages related to
FOSS4G 2009 need review to see if their
content needs to be updated/changed/removed.

Main changes:
1)
The main wiki page:
http://wiki.osgeo.org/wiki/FOSS4G_2009
now has a link to the other wiki pages,
so that people who find the wiki can
easily get to pages they are interested in.
This means that anyone who creates new
wiki pages for FOSS4G2009 may need to
update this main page as well.
2)
Any page that is listed on the main wiki
page now has a "Back to" link at the top
of the page.
3)
I updated the Organizing Committee Meetings page
http://wiki.osgeo.org/wiki/FOSS4G_2009_Organising_Committee_Meetings
to include info/links for all the meetings so far.
