This is a great idea (holding workshops at a different venue). Because
the workshop day requires neither a plenary room nor an exhibition
hall, it could be held at a much smaller venue, possibly one of the
block hotels, with lower room costs (hotels sometimes even comp rooms
if you buy their food). It still has a pretty largish space
requirement (6 rooms capable of seating at least 40-60 people in
classroom) but without the plenary/exhibition requirement there must
be several hotels in downtown Sydney capable of handling workshops.

Logistically, it is not ideal, since people would end up registering
in one place then having to shuffle off to another for workshops, or
two registration desks would have to be run on the workshop day. So
the price difference would be a large factor in the decision -- worth
it for a lot of savings, not worth it for a little savings.
