[Foss4g2009] Senator Richard Marles MP to open FOSS4G

Senator Richard Marles, the Australian Parliamentary Secretary for 
Innovation and Industry, has belatedly agreed to open the FOSS4G conference.

This will be a 10 minute slot, and Simon and after talking with Simon, 
we worked out that we can fit the Senator in if we squeeze Raj's OGC 
presentation slot down to 20 minutes.
