[Foss4g2010] press release

[Jeff McKenna]

The procedure is for someone from your LOC to submit the release by 
emailing <news_item at osgeo.org>, and then that will trigger the main 
osgeo.org news section to get updated, and also an email to the 
[osgeo-announce] list will be made.
