Other years, the SOTM has created little "State of the Map Working Groups" 
which are in charge of the SotM. I can guess that this year it would be 
pretty much the same.

And, yes, if the Barcelona bid is successfull, I expect the SotM WG to be 
composed mostly of spanish people, and working together with the FOSS4G LOC 
to set up everything.
