[foss4g2014] promotion and publicity plans

I think Portland, since no one else knows what PDX stands for.

Other themes includes Roses and Bridges.

Bridges might be an interesting theme, we could somehow link it to bridging
the gap between COTS software, bridging communities of practice, bridging
skill sets, all sorts of possibilities...
