[FOSS4G2016] Possible new communication channels

Hi all,
I'm against slack as it's a closed platform and most of us (I guess)
hang out on IRC anyway. If you like a web interface you can also use
something like IRCCloud [1] or the FreeNode web interface [2], which
should also work if ports are blocked.
