[FOSS4G2016] Draft of Call for Participation in the Program Committee

Hi Codrina,

a representative would surely be welcomed in the program committee.

They of course should also be encouraged to submit talks. I would guess
they have stories to tell about open source, open data or other kinds of
openness.
