I had the same confusion yesterday, so I tried to figure that out. My
conclusions:
PDX (2014 was advertised as the "10th anniversary"), even in the logo:
https://2014.foss4g.org/
In 2016 we have the mark of 10 years of OSGeo.org (the foundation).

Although that's absolutely worth a celebration, I doubt whether it's enough
of a milestone to use as a general motto for the entire 2016 FOSS4G. 
However, it's a good occassion to include a conference-track on the
organisation-based subjects: 
- whats's the role of OSGeo.org in the next 10 years?
- how to run a local chapter?
- and even discussions like those on CoC's,  chapter membership etc. could
be part of such a track.

To be discussed in Como, I propose

Hi Jeff,

there is one issue, I'd like to discuss with you  before we go out with
that.

In my counts we have 10th FOSS4G - that one in 2012 was missed, so the
history is:

1. Lausanne
2. Victoria
3. Cape Town
4. Sydney
5. Barcelona
6. Denver
7. Nottingham
8. Portland
9. Seoul
10. Bonn

I thought I've seen something in 2014 or 2015 saying s.th. about 10 years I
can't find for now...

We would like to take that onto our webpage and also advertise a little with
that.

What do you think?
