[FOSS4G2016] relationship with FOSS4G-EU

Hi Till et al. 

Hope you have a good time at the lake. 
As discussed with GertJan, we would really benefit as the LoC2016 from some clear guidance/framework/choices for the marketing aspects/campaigning.
Hope you find ample time to discuss and decide.
