[FOSS4G2016] Draft of Call for Participation in the Program Committee

Hi Loc,

I reach out to you as the Chair of the Programme Committee. At previous
FOSS4Gs (at least 2009 and 2014) the programmee committe itself
consisted largely of the members of the LOC. Though it's not an
exclusive club of people, which is the reason there's also a "Call for
Participation in the Programme Committee" (CfPitPC), where the
responsibilities are described. I've put a draft of this call into the
wiki [1]. Please have a look at it and give feedback, but please also
think about joining the committee.
