[FOSS4G2016] Draft of Call for Participation in the Program Committee

Hi Volker and others, 

A few thoughts on this:
1. Make clear what kind of knowledge you expect from the PC members. Must they have technical insight in OSGeo (and other FOSS4G) projects? Or do they require knowledge about the several domains where open source geo is applied?
2. Make clear what the role of the PC members is: just reviewing and voting? or also contacting the rejected presenters
3. Can you make an estimation how much time it will cost the PC members to review the expected abstracts
4. Is this only a selection on talks, or also about workshop proposals?
5. "During the community voting phase (beginning of April) you'll also vote on the submitted abstracts of the talks." change to "During the community voting phase (beginning of April) the members of the Program Committee will vote on the submitted abstracts of the talks as well."
6. Community voting tends to choose proposals "in the middle", proposals that a lot of people know about. Why not reserve at least a few slots for "PC's picks", "wildcards" or whatever you will call them: proposals that don't necessarily gain a lot of votes, but that are according to the PC very valuable
7. Same goes for non-proposals: suppose the PC thinks some important subjects (a project, an application etc.) is missing in the submitted abstract, how about trying to find a presenter on that subject (and thus keeping a slot reserved for this purpose)
