[FOSS4G2016] Sharing marketing materials

Moved the QGIS ticket to the proper tracker 
(https://github.com/qgis/QGIS-Website/issues/283).  It would be great if 
a designer could comment there and provide a custom image for their 
homepage widget, following their requirements of "940px × 300px and 
taking into consideration the black stuff on bottom of the banner on 
qgis.org".

Again, spending time to support the qgis.org website is worth it, as it 
gets the most traffic of any marketing material for each FOSS4G.
