[FOSS4G2016] general note: shake up of LOC

I should also mention that another benefit of using the #foss4g IRC 
channel, is that your weekly meeting will be logged automatically.  See 
examples at http://irclogs.geoapt.com/foss4g/  (mostly the logs are 
completely empty now, because no one is using the channel lately)
